Slightly unfortunate. I wouldn't assume the worst though without
stronger evidence.
You'll notice how the European Cultural Foundation has been using
similar language. I think they're often trying to forge new European
identities similar to the progressive patriotism stuff some liberals and
leftists have pushed in the UK. Yanno a kind of "we're a diverse
multicultural society and that is why we should be proud of Britain" vibe.
Obviously the more anti-state amongst us are going to cringe at this and
would prefer for bonds of affinity to be drawn around other
constituencies than an imperialist national state or continent but I
don't think it's necessarily a reactionary impulse especially if the
ethos is inclusive. I would probably critique it as naive and it comes
from neo-liberal framing and inability to critique the superstructure of
"Europe", but I don't see it as being fascist or racist.
For example the ECF culture of solidarity fund allowed applications from
countries not in the EU like UK, Azerbaijan, Turkey and Kosovo.
